Why does such a small area "the Wildwoods" have so many mayors,

Wildwood - Why does such a small area "the Wildwoods" have so many mayors, police, fire departments and city employees, all of which get excellent wages and retirement benefits for themselves and families? Isn't this a perfect situation to consolidate services for all four towns to help out the taxpayers? I know the good ol' boys club will fight this to the bitter end saying all duplicate services are needed for public safety. My wife and I are full-time, voting citizens on this small island. Let's use common sense going forward instead of keeping unnecessary payroll and realistic retirement benefits.
