Why can't anyone do something about the weed being sold in vario

Wildwood - Why can't anyone do something about the weed being sold in various forms from these shops on the boardwalk to minors?Congrats to the CMCH officials for putting a stop to this from their smoke shop.All the teens know exactly what shops are doing this so why are the officials walking around with blinders on here in Wildwood?
