My guess is, the financing will long outlive the efficiency of the solar panels and, of course, taxes will rise to pay for the purchase and shortfall of this venture. Tax and spend, seems that is all Troiano knows how to do. Try cutbacks and layoffs during the off season; this would help save money, therefore help to keep taxes stable.
