Is the City of Wildwood a municipality or an event promoter?

Wildwood - Is the City of Wildwood a municipality or an event promoter? The city is broke and struggling and still running events. Why are city employees working these events? Why is the recreation director planning the event, using city funds to pay for the event, allowed to set up his personal food truck as the only vendor serving food at the beach baseball event? City should stop serving self interests/hobbies and start running the city.
