Why is our water discolored and have a foul, metallic odor?

Wildwood Crest - Why is our water discolored and have a foul, metallic odor? Water department doesn’t have an answer. When reported, they come and flush a hydrant, but this does not solve the problem. Is it in the pipes that carry the water to our homes, or maybe the interiors of the water tanks on the island are as bad as the exteriors.
