I clean up after my dog and if people of Wildwood don't want to concede to the fact that most of the users of the dog beach want a clean and safe environment for themselves and their pets as well and self police one another to make sure the beach stays clean, then maybe if you do see someone breaking the rules you need to tell them to stop, just as you would any other litterbug.
