Between East St. Paul and Toledo avenues and East St.

Wildwood Crest - Between East St. Paul and Toledo avenues and East St. Paul and Monterey avenues behind the dunes there are always huge accumulations of water. Can anything be done to raise these areas or promote drainage? They were continuously soaked last summer and continue to be. I love the dunes, but this problem never existed before.
