Early June 20 a construction truck goes speeding down Glenwood A

West Wildwood - Early June 20 a construction truck goes speeding down Glenwood Ave. (speed limit is 25) and takes down an overhead wire. We call 911 to report. A police officer and the chief show up, the officer takes the contact information, asks for a phone number and then asks "are you a year-round resident?" Can someone please explain how that would be relevant? Even if I'm not "a year-round resident," we still pay year-round taxes. Are "seasonal residents" second class residents?
