Why would anybody feel that it is the Township's responsibility

Villas - Why would anybody feel that it is the Township's responsibility to put out pet waste containers? Just because some people are slobs and let their pets soil anywhere without cleaning up, why should our tax money be spent to remedy the problem? If you want to fix the problem have the police start to issue summons to people who don't clean up after their pets. That will bring in revenue and force people to be responsible.
