Stone Harbor - So far, Change.org reports that 4.3 million voters have signed a petition urging presidential electors to vote for Clinton when they meet on Dec. 19, arguing in many states she won a majority of the popular vote. Thus the electors would not be bound to cast their vote for Trump since the Constitution is not clear that electors are legally bound to vote for him.
