I witnessed an SUV come out of the parking lot on 97th St., and

Stone Harbor - I witnessed an SUV come out of the parking lot on 97th St., and go right against a one way, so the driver could back into a parking place right by a sign that said "Park Head In." There were three officers right there, and they did nothing. The officers were not engaged doing anything else. And, why were there three together?
