Why are the teachers in DT among the lowest paid out of the hund

Seaville - Why are the teachers in DT among the lowest paid out of the hundreds of districts in the state? I recently read an article that listed them at the bottom of nearly 500 districts. Could this have something to do with the high turnover and loss of quality teachers year after year?
