Who is in charge at the police department?

Sea Isle City - Who is in charge at the police department? We have an officer who has a DUI accident, and now a cadet in the academy who was caught with alcohol. Do the brass of the department realize that NJ criminal statute prohibits habitual drunkards from possessing firearms? It seems as though several of their officers would be in violation.
