Rio Grande - MT Chief of Police is quoted in another newspaper as saying, "I've seen people walk out of parking lots with a cart, past an employee, and no one says anything about a $ 100 cart." Why would he just watch a crime being committed and not do anything? Employees aren't paid to confront shoplifters or people stealing carts. Don't the police always say, "if you see something, call us, let us handle it?" So police won't confront the thieves, but they'll gladly ticket the victims of theft (store owners)?
