Who pays the dumping fee for the dumpster that is on the beach?

North Wildwood / Harleysville - Who pays the dumping fee for the dumpster that is on the beach? I see people who wear yellow jackets/shirts throwing bags into the dumpsters and also see these same people in Wildwood pulling trash from the cans there and coming into North Wildwood and throwing the bags into the dumpster. I am curious as to why. As a secondary homeowner, I hope that North Wildwood is not paying the entire bill. Who is responsible?
