Lower Township wants to spend over $10 million from tax reserves

North Cape May - Lower Township wants to spend over $10 million from tax reserves on a pool that will benefit a few. Wouldn't it make more sense, since we have so much in reserves, to spend it on hiring more police officers? Return would be better and benefit all.
