In reading a release about the restructuring of the Middle Towns

Middle Township - In reading a release about the restructuring of the Middle Township Police Department, I can see where most of the promotions are needed. I do not understand why there will be two officers promoted to captain. The department has never had two captains. The money would have been better served hiring more officers for the street than making an additional captain.
