I read the spout about the created promotions at Middle Township

Middle Township - I read the spout about the created promotions at Middle Township School District for some friends and cousins. Am I understanding this right, and I hope someone can answer this question? They trained the grounds and maintenance supervisor's secretary as well as the transportation secretary in a different capacity so that they could get promotions and large raises without ever posting the jobs. But now they are posted after they were awarded at the last board meeting. If this is true, I think the business administrator and the school superintendent have some answering to do to the board.
