Lower Township - There's no law saying you have to drop money when passing a coin drop. You are stopped at a red light anyway, they are wearing (or should be) a reflective vest and helmet. What's it hurting? You're stopped, just hold your arm out, and drop the coin in a bucket. They are trying to earn money for equipment that's "not in the budget." Best case scenario you're delayed 30 seconds, worst case they needed that equipment to get you or someone else out of a fire or wreck.
