Is the sidewalk alongside a street in Avalon reserved for a busi

Avalon - Is the sidewalk alongside a street in Avalon reserved for a business? I was walking with my children, and we had to walk in the street to get around the vehicle. It seems to be always there, so I assume that it is allowed. If everyone starts parking on the sidewalk, isn’t that going to be a dangerous situation, because they can’t enforce a regulation on some people and not others?
