It is sad to think anyone would intentionally harm a bird but it

Avalon - It is sad to think anyone would intentionally harm a bird but it happens. I don't understand why animal control in Avalon does not help injured birds. I called the police recently about an injured seagull and was told animal control doesn't do birds. That is not acceptable. Does the city think that a bird is not an animal deserving of help?
