Are there any limits on the height of boat lifts?

Avalon - Are there any limits on the height of boat lifts? A neighbor just installed one which seems to have a boat about 10 feet above the bay, severely blocking the view. What can be done about those annoying neon dock lights which are on every night even though the owners are only there on the weekend? What happened to the concept of being a 'good neighbor?'
