What is the NJDOT going to do about the trash on North Wildwood

North Wildwood - What is the NJDOT going to do about the trash on North Wildwood Blvd. Still after speaking with 2 different police sergeants in North Wildwood and they said they can't do anything since it's Middle Twp. I even said that the trucks are leaving North Wildwood. The answer I got was they can't be everywhere. I called the Captain and got the same response.
