Why are there no water bottle filling stations at the entrances

Cape May - Why are there no water bottle filling stations at the entrances to the beaches in Cape May? There are hundreds of plastic bottles strewn at the trash can areas at the end of every beach day. Terrible for the environment, Cape May, and our taxpayers. What would it take to install bottle fillers? There's already water lines that have been installed for the shower and bathroom areas.
